You're happy, so you destroy property that belongs to someone else? At the very least, they've suspended their moral restraint. Of course, they may have never had morals to begin with. This is just an opportunity to do what they want at a time when they believe they can get away with it. As you said, the offenders should be strictly punished. Celebration is well and good.
